Being the first comparative research in this field, its findings are equally of interest to other audiences beyond Venezuela. Following the proposal to create in Venezuela a country office of the United Nations High Commissioner for Human Rights (OHCHR), the need arises to explore some experiences that can provide insights to those who, from civil society in general and the human rights movement in particular, have an interest in promoting a process of greater presence and monitoring by the international human rights system in Venezuela, so that this process is the product of informed and strategically considered decisions. This study identifies processes, strategies, lessons and practices that may or may not be applicable to the situation in Venezuela, based on a comparative analysis of the experience of four OHCHR country offices with different characteristics and contexts, but with elements of interest for the Venezuelan case: Cambodia, Colombia, Guatemala and Tunisia. The purpose is to provide elements to the national human rights movement and other interested parties in Venezuela, for the design of a realistic and coordinated advocacy strategy against the different actors involved: the UN human rights system, government, other interested States and donors. During the investigation, the presence of OHCHR completed its first six months in Venezuela, so a consultation with human rights defenders in the country was included to assess this experience. Estudio de casos sobre el origen y desarrollo de las oficinas de país del ACNUDH y su relevancia para la situación de VenezuelaLigia Bolívar Osuna; Lucía Ramírez BolívarA raíz de la propuesta de crear una oficina de país del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (ACNUDH) en Venezuela, surge la necesidad de explorar diferentes experiencias que puedan dar luces a quienes, desde la sociedad civil en general y del movimiento de derechos humanos en particular, tienen interés en impulsar una mayor presencia y monitoreo del sistema internacional de derechos humanos en este país. El objetivo del reporte “Proteger los derechos humanos en el terreno” es brindar elementos para que este proceso sea producto de decisiones informadas y ponderadas estratégicamente. Este estudio identifica procesos, estrategias, lecciones y prácticas que podrían ser aplicables a la situación en Venezuela, con base en el análisis comparado de la experiencia de cuatro oficinas de país del ACNUDH -con diferentes características y contextos, pero con elementos de interés para este caso-: Camboya, Colombia, Guatemala y Túnez. Además, esta investigación ofrece herramientas al movimiento nacional de derechos humanos y a otras organizaciones interesadas en Venezuela, para el diseño de una estrategia de incidencia realista y coordinada frente los diferentes actores involucrados: sistema de derechos de la ONU, gobiernos, otros Estados interesados y donantes. Durante la investigación, la presencia del ACNUDH en Venezuela cumplió sus primeros seis meses, por lo que se incluyó una consulta sobre la valoración de esta experiencia por parte de organizaciones de derechos humanos del país. Siendo la primera investigación comparativa en este campo, sus hallazgos son igualmente de interés para otras audiencias más allá de Venezuela.
